They hold pets for 5 days before made available for adoption. I read about someone who was on vacation but think there's probably more to the story.
Dogs, cats, pigs, chickens, iguanas, snakes and anything else that get brought into the shelter initially are on a hold. For the first fine days they are there, the pet is still owned by an individual. They are kept in a special area that is not around the adoptable pets do the public at large cannot try and adopt them. After the five day hold, the pet becomes Adams County property and they start the process of being adopted out. If your friend has lost a pet, check out the Adams County Humane Society website, they show the list pets there. You can also call in and talk to someone and see if your friend's pet is there.
I don't think they give up dogs until no one has come to claim them. I lost my dog and they put out pictures of her. I went and got her and paid them. Hope your friend finds the dog.
