I'm not sure if they do, but I would recommend that if they don't, you get in touch with the Dumb Friends League at ddfl.org. They offer free or greatly reduced spaying, chipping and vaccinations. I get all my animals done through them.
Yes they do. I'm not sure what they charge, but I'm sure it is less than anywhere else.
