Im a doc client that made parole but the person doing the investigation denied my plan based on my crime. Can i have their decision overturned because the place on my plan is the best place for me!?

Yes, you can either formally appeal or informally go to the super above whoever denied it. However, if the plan was denied because of something specific to your crime, ie, sex offense+daycare in the lobby of the building you're trying to parole to, or proximity to a victim, (no offense, just an extreme example), it ain't happening, period, so you might be better off trying a new plan, if something like that's the case
