All businesses including Church and courthouses have an occupancy chart on the wall and they cannot afford it to be sued by the state the fire departments or the public for being overcapacity.
This is a forum for questions, if you would like to make a review, please see one of the many social media outlets for this center. However, full capacity is a valid reason to not allow more swimmers in until it is safe to do so. It was the last day of school for many surrounding schools, so I imagine it was very busy. It's always best to call ahead at any rec center to see where capacity is at during summer days.
