I recently rented from Dollar at PVD. My rental did include unlimited miles. The counter is located at a garage facility that is connected to the airport via a very long skyway. There are moving walkways along the route but it is a hike. I picked up the car while my husband waited for luggage, then I drove to the arriving flights area and picked him up. Worked out well for us.
