Bring snacks and keep the coolers in your car. The parking lot is right across from the station tracks. Now, I took a Pepsi and 2 small packages of peanut butter crackers on the open-air car, and there was no problem.
I would say you could probably bring a snack that you could fit in your purse or pocket but they don’t allow coolers. They have restaurant cars on board with snacks and all so you don’t have to bring stuff.
Yes, you are allowed to bring food and eat it on the train. I do not recommend eating in the open air car while the steam train is running because your food will get covered in ash.
