They are always willing to let you look, but please dont confuse it with a visiting living library. The animals there are looking for forever homes, and playing with them and getting their Hope's up and leaving is very rude.
You can always go there and look and spend time with the animals.
It's best to schedule but they are pretty flexible.
You can go in to look but have to fill out application to adopt
