You can go there any time but there won't necessarily be someone there to explain things to you. It is not fenced off, and you can walk around on your own.

Locals provide tours. And have to say some of them are very knowledgeable. All they ask to be respectful as its tribal land. I recommend ti have some cash for tips or even to buy some if their hand crafted art ... but it feels amazing to stay in front a few million year old raptor footprint or to parts of sceletons in the rock

As everyone else has explained. There are unofficial Indian guides at the site during daylight hours. We came by on a Sunday, but there was only one guide that day. They are very helpful and friendly. A good tip would be $10 to $20 for their time. They have merchandise and handcraft booths set up during the tourist seasons, but there weren't any on our Sunday visit.

Yes, the land is I believe actually public access and certainly open 24/7. The parking lot is a GREAT place to pull over for stargazing after dark! The local guides are officially optional but there most days I think. Not sure exactly what hours. Well worth a 30 minute stop.

You can, but you need to know it is on an Indian reservation. They have different laws and play by different rules

Please be aware and respectful of the fact that this is Tribal Land. It is NOT "public land". If you are not accompanied by a Tribe member, you are trespassing!

There are no posted hours because the site is interpreted for you by the local Indians. I think someone is there to show you any day of the week. You pay them by either giving them money or buying their handcrafted items.

There didn't appear to be a formal operation in place. I would expect them to be present on the busy travel days, so possibly most Sundays?
