Yes. You can do it by mail. Never go to the consulate without an appointment! It only works to remove documents when they say you can go. See http://atlanta.itamaraty.gov.br/en/passaporte_celoio.xml for details. VERY IMPORTANT: Read the list of required documents about 3 times, very carefully! I didn't do it and I ended up wasting time and money. Other than that, it's very easy and only takes about two weeks. Also be careful that Atlanta only serves the states of AL, GA, MS, SC and TN. I don't think they are thick, just overloaded. Spending the whole day solving the problem of others gets tired, especially when many of those being helped think that they have an obligation to "fix" and violate Brazilian law.
