Why is this place being treated like a rehab or a prison I try to check on my Sister who i know for a fact is there she left me with her debit card with her money until her deposit hits but i can't let her know anything! This is a shelter isn't it?

Its the way they set up their program. If you leave a message she will have to check the desk every day. Hopefully she has her own phone cause they won't let her use the phone.
