Dogs are not allowed on the beach at Fort Clinch. I'm not sure about in Fernandina.
The city beach is located just a little east of the park entrance. Dogs on leash are welcome
No, dogs are not allowed on the beach at the state park. They are allowed on trails and roads with leash. But, outside the park, dogs can be on the beach with a leash.
