The people there definitely care. It is the spca. They are working above and beyond capacity. As for the phone, ive had that problem myself. They take calls for 6 locations i think. They will call you if need be, otherwise, go in person. Their prices def exceed their service so keep that in mind. I suppose if they charged triple which is what you would pay elsewhere. Phone service would be better
They are understaffed. They are answering calls. It is just very busy. Keep calling. They are a caring org. Most of their staff is working on caring for pets not answering phones.
I would suggest going in person rather than the phone. Sometimes it is difficult to reach by phone
