Keep in mind that the Grand is non-profit, run largely by volunteers. Their online ticketing services are outsourced, and the fee is undoubtedly the cost for that. The Grand has no parking facilities of its own; you'll need to look for street parking or a lot/ garage. We usually park at the Doubletree Hilton on King; it's actually a municipal garage.
Not from the area, but we have a theatre that charges an extra fee even if you walk up and purchase. I think it's become more common.
Free parking can be found on the streets.
Whether you park in one of the garages or on the street you will have to pay for parking. I believe they charge a web fee to help defray the cost of the website and online ticketing service they use. If you purchase your tickets at the box office there should be no additional fee.
