They're funded by the Federal Bureau of Prisons. Honestly sad that they claim to be a Christian Organization.

I am homeless and need these services as well but was told I need to have a job or money to sustain housing before anyone would help me which doesn't make ANY sense because if I have a job then the likelihood of me being homeless would be low let alone a job with income to sustain housing-by that statement itself I wouldn't be homeless

Their name is misleading. They do serve the communities, but not how most people think. They primarily assist people being released from prison find employment and housing to prevent recidivism. If you have someone who has been in prison for a decade that has no money, no job, and no where to live, do you think they will live on the side of the road or do what they need to do to survive? VOA helps them get on their feet so they can make it. They also have a program to assist homeless people with the same thing.
