They do. Typically, the process is such; you walk through the facility looking at all of the dogs and cats. When you see one that you're interested in, take a picture with your phone of the paper attached to the cage... it'll have the id number on it. Take that picture to the glass windows in the hallway in back of the the cage rooms. They'll tell you all about the animal, and let you have some one-on-one time with your selection. If you decide, after spending a little time with him/her, that you want to adopt, just let the folks know at that same window and they'll get it done right then! It's usually done in a matter of minutes, not hours.
