Tell em this rooster is being a real turkey!
This is something that i would definitely address with animal control. I would only be guessing. If you were living in north Idaho, you would probably be told that those roosters have more rights than dogs!!
Probably, call them and see.
I say let the owner know, if nothing changes take it out yourself!
Animal Control call them!
Depends on the laws/ordinances but you can always call animal control
