You can become a member of the DAV with no disability if over 80. If under 80, you can be a member even with a zero rating. A zero rating is simply an acknowledgement by the VA that something happened in the service (that needs to recorded) that might get worse in the future. Any percent 0-100 will do. DD-214 and letter from the VA gets most people started.
