No. This has nothing to do with emissions.
Yes the engine light fails you. Abs is a braking sensor.
I believe it should. They only really check for the Check Engine light. They make sure it turns on before starting the car, and that it turns off when the car is running. Since they are checking for emissions, the ABS light shouldn't matter. Also if you fail a test, you get 1 free re-test before you have to pay again.
