"A pavilion, tables and grills are available first come, first serve. Restrooms are also onsite and available to the public while the splash park is operational." This is from the Carrollton Parks and Rec website. :)
There are covered tables next to it, but not sure if it's first come first served kinda thing...or whom you would contact to make reservations
