It is done online and the Garland Housing Authority has a waiting list several years long. I would try Dallas Housing Voucher program. You dont have to live in Dallas when you get your voucher you can move 30-50 miles in either direction from the Housing Authority that you are approved to receive you Voucher from. Last I applied was several years ago and it was online I would suggest u call garland housing just to make sure but I'm almost positive its online
