When trying to get a replacement SSC, is a state issued birth certificate sufficient? Or will you need something other than the certificate?

Yes, that and you ID. They ask for two forms of identification.

For whatever reason, they do not accept birth certificates as proof of anything. It says that on the forms attached to the application you have to fill out to get one.
