Yes. I was there just yesterday and seen a lot of them. Most if not all were on a leash
Yes. I see some, but not as many as in other parks. They would enjoy both the shore walk and the trails. Make sure they are behaved enough by the bluff edge though.
I didnt bring my dog, although i could have, but there is a lot of lose rocks and different terrains.

Yes but keep them on a short leash if you're going near the cliffs: the dropoffs are sudden and there is no railing.
Yes, need to be on max 6ft leash. Rabies vaccine proof needed as well but is the case at most if not all state parks
