The dog, yes. The baby might need to be strapped on. Stairs would be a problem for strollers, and there are many of those.
It was pretty tough with our 4 month old, but we put him in the carrier and he was fine. The falls and swimming area are stroller accessable.
The dog yes, but probably not the baby. The trails are pretty rugged!
