The welcome center is pretty safe. Red Rock also has hiking trails for kids.
The entire place is safe. Be sure to dress weather appropriate, pack food and lots of water. Taking precautions will make sure you are successful. Also if you're looking for something less intensive just drive the loop. There are plenty of spots to pull over and take pictures.
There is a kids hiking area for younger children around mile marker 7. It is on the same pull off as the high clearance vehicle run.
The welcome center is a safe area. Otherwise your in a big park with some areas to be cautious.
