Yes you can still drive around Scenic Loop Dr and use the parking lots along the way during day time.

Yes, we went and we didn't have to pay admission cuz of the govt shutdown. The visitor center will be closed but the drive and scenery is breathtaking. Go around sunset to see the sky lit up 🔥
