If you're driving in
Went thursday the 4th, it was $15 to enter the park. There are some nice hiking trails, plenty of places to pull off and take photos and a visitor center. Recommend if you want to hot the visitor center go at beginning as the road does not loop around.
It's $15 to drive in but I know the cyclists just ride right in to do the loop. Not sure about pedestrians..

there is a fee to get a car in to drive around the park. not sure about just walking/hiking from the entry point
