According to their website, you must make a reservation in order to enter the park. It says it's for the scenic drive, but that road is the only road throughout the park that you have to drive to get to any hikes or anything in the park, so you would have to reserve your spot to enter the park, but not do to specific hikes. Once you're in, you can go where ever.
