It is better to have a timed entry reservation, if it is busy you may not be able to get in without one. There are a few places that are not on the scenic drive you can visit anytime.
No you don't even though signs saying you do were still up. We paid and drove thru the one way loop, stoping along the way.
Better so. If it isn't full, one can make a reservation on the spot. No reservation needed between 6 and 8 am. The scenic loop needs reservations.
