You can drive the entire loop for a small fee
I would not hike with a wheel chair since the trails to hike are all dirt, loose gravel, and rocky, but you can still get out at all the outlooks and see the beauty the park holds.
The National Park is really known for its 13 mile road that runs in the valley
The most interresting part of the rock formation You canon see from the car.
There are many parking areas that you can stop at to view the scenery. All are flat and paved.
There are no paved trails that I'm aware of.
No sorry it would be unsafe Todo so.
Can't hike with a wheelchair but there are stops along the way to get out the car and look with wheelchair
