The short answer is yes. Vacuum with dust bags can store dust; however, few bags have large pores that allow this dust to pass. The best way to get your vacuum serviced is to take it to a vacuum cleaner repair shop for professional results.
I find vacuums with dust bags to be messy and nasty. I personally like vacuums with cups you can empty.
