No you don't have to be a resident and my son had their baby shower there it was for 75 people it was $95 ...they have a whole bunch of different prices for your party size on their website.
I don't think you rent them. As far as I know it's first come first served.

Unless its reserved, its first come first serve. I would recommend calling and reserving a shelter just to be safe.
