Yes Some places you can go in in person. Also the best time to call is when they first open. Waiting time is less. If u call after ten u will wait forever...also u can go online register and sign up and get things done that way as well. If u have a active case ..

You don't need the appointment. When you enter you will be given a number. The wait is usually no longer than 30m - 45m. They don't really do appointments anymore.
