I'm not sure about catching fish. There is lost lake on friant road and also Millerton lake on the same road. Lost lake is a river actually and you can bring bikes to ride. It is a day use park minimal chrages. In town Woodward park also allows fishing but i think it is catch and release. Please check with city of Fresno parka and recreation.

At this time of the year, your best bet would be going up to Shaver Lake and using some yellow colored Powerbait on a small treble hook from the shore. Good luck.
If you are at sportsman's go to Woodward park to fish. Ots stocked with rainbow trout most of the year. Great for the kids.
