The warranty is with the phone manufacture. You always can go through Samsung, Apple, etc. However if you want your service provider to fix or replace the device you need the protection plan
Your phone is only fixed for free as long as there is no physical damage and you have insurance. When you bring your phone in it will be triaged by a technician and the best course of action will be decided. If you have a Samsung with a cracked screen, that can usually be fixed in store for $115 or $140. iPhones are usually mail outs.
