I recently quit my job because they where over working me and then I owed the business owner money is it ok for them to deduct it from your pay check without your consent

If you did not owe the business itself money, then no it is absolutely illegal for him to do so.

I would say yes if its the owner but if it was another employee then no but the owner i believe he can.
