Don't take them to County Animal Control, take them to the APA. They are more likely to make it out alive. And get your cat fixed, shelters are so overcrowded with cats that 50 percent of them are put to sleep.
Yes, you can always drop them off at no charge. They will hang on to them for a month, give them their needed immunizations, then put them up for adoption. Kittens adopt pretty quickly.
