As early as possible. To be in and out as quickly as possible try getting there around 7:15-7:30 and prepare to wait outside. I've found that by doing this you will wait less than if you come any other time. Unless you just happen to get extremely lucky. Also, if you look on DMV's website you can see the wait times for each location.
Earlier the better and for sure avoid Saturdays.
