No, membership is not required. You can contact them to schedule a tour. There are multiple tour options available.
We just called and we were put on a list for tour, no membership was required, tour was great and educational. Once we got in the gate we just paid for our tour at the gift shop area.
As far as I know, the answer is no. My aunt got me a gift certificate for Christmas last year and she is not a member either. The tour is well worth it. Very educational and the ppl are super nice. Hope that helps!
