14 is the youngest with I'ds on both. School id for child and government id for parent.
18. I took my neice when she was 14, they would not pierce without guardian present.
I would call the main desk and ask to make sure, but as far as I know the Montana State Law requires at the minimum a written statement of consent from a parent or guardian if not the presence of said guardian for a piercing or tattooing of a minor (16-18 yrs). What is required on a shop to shop basis might vary.
