I believe that it truly varies. If you are comfortable and your little one doesn't tire easily then heading down to the falls won't be too difficult. There are quite a few stairs that are large so you may end up helping with that. We have 5 kids ranging from 7 to 17 and I have been hiking with them since they were babies. If you are looking for a beautiful scenic places without the strenuous hike then I recommend ash cave. It is a paved path and still very intriguing for little people. Have a great time regardless of what you decide and be safe.
Hocking Hills State Park consists of 7 major trail areas: Ash Cave, Cedar Falls, Old Man’s Cave, Whispering Cave, Conkles Hollow, Rock House, and Cantwell Cliffs. Each has cliffs, waterfalls, poison ivy, and dangerous areas certainly unsuitable for children and some adults. When you walk into the park, you will see the signs that warn of safety issues and will tell you that you MUST stay on the trail. Read these so you know the hazards. Still, kids are kids and they tend to run all over, climb on rocks, jump into the water (creek walking and swimming is NOT allowed) so . . you know your child best-his/her ability to follow directions and stick with you. (I’ve seen kids on child leashes) That said, there are some areas that are more suited (under proper adult supervision) for younger hikers-Ash Cave (lower walkway). Conkles Hollow (lower level). Still, keep them next to you (or carry them. You can use a stroller at Ash Cave) and properly supervise them and read the signs.
To be more precise, once you start to get to old man's cave there will be a descent in the form of stairs. If you take it slow you can hold hands and walk it. Most of the trails have large/long stairs. From the entrance parking lot are the upper falls where you can find devil's bath tub is an easy hike.
