Yes but it wouldn't be very comfortable for two, especially for any distance and even that depends on the size of both riders. I'd say at the minimum a larger frame bike such as a Dyna or Softail for any serious riding with a passenger. The Softail generally has the lowest seating available. I have a couple of Sportsters and recently a Heritage Softail and the Sportsters now collect cobwebs since the Softail is so smooth and comfortable to ride.
