There is a paved path that will get you very close to the iron fence overlook. The Overlook is a large relatively smooth flat Rocky surface. With some (not deep ) separation in between. With an extra pair of hands or two you will very easily be able to maneuver a wheelchair to the iron fence. so the individual can enjoy a super outstanding View.
There is a paved path but it does not go all the way up to the overlook. There are benches to the side that still offer a beautiful view so I'd still recommend driving up and taking in the view.
You should be able to, might be a little bumpy though.
Not paved, but an even enough trail/path.
