I was married 28 years...divorced on 2005. I've been told I can get 1/2 0f my ex-husband's social security in addition to mine. Is that true?

Let's be clear. You are not reducing your ex-spouse's amount of social security. You will get a separate check based on a % of their Check. This is not a way to spite them. Yes. You can collect on your former wife’s or husband’s earnings record pending: The marriage lasted at least 10 years. You have not remarried. You are at least 62 Your ex-spouse is at least 62 or collects Social Security DISABILITY benefits. (see below for restrictions) If you ARE receiving retirement benefits on YOUR OWN record, you can also claim any ex-spousal benefits you're eligible for, but Social Security WILL NOT PAY BOTH combined. You’ll receive whichever amount is higher and no more. The maximum amount of SPOUSLE Social Security you can receive is 50 percent of what your ex-spouse gets at FULL RETIREMENT AGE, THIS varies based on the year of birth. This spousal benefit % is further reduced if you file BEFORE YOU reach your full retirement age.

I want to retire at age 63.5. In my divorce decree I'm supposed to get 1/2 of his social security. The lady I talked to at social security says that I only get a portion of his. I'm more confused now than ever.

if ex's passed away, there's "window insurance" you are over aged 62 you married over 10 yrs at least you have proof (dated marriage certificate or witness, or divorce papers) you are eligible for 75% of your late ex's, whichever is higher *but they'd grant you less than 75% anyway, so appeal anyway good luck
