The top is too curvy for a tour bus.
I think there was a parking lot for them and passengers would hike the remainder, not sure. The top half is too tight on curves for large busses.

The people at Grandfather Mountain are so great, you need to call them, I think they would try to make arrangements for a bus if it is at all possible.
When I visited I did not see any tour buses there. If they were allowed it would be hard for such a large vehicle to drive there the road has very sharp curves and is narrow.
