Floating devices in the ocean are not reliable and therefore forbidden. This includes "water wings" worn on the upper arm. Rafts and boats far from the swimming area are not within the lifeguard's area of concern. The Coast Guard is then YOUR concern. Do NOT bring a boat, raft or jetski anywhere near the shore where the waves break. Those and Inflatables will get you killed when the waves capsize you. Surf somewhere far, far away.
Life jackets are fine. Floating devices, not sure.
Call and ask i never seen that before there. In the bay they do not the ocean.
