Most likely the town would be responsible for the road and surrounding area.

It's not family picnic area set type park..it is a wildlife refuge .but at parking g lot there are picnic benches..eat lunch,snack,garbage cans and all near the Center is..clean bathroom to wash up,great education areas,gift shop..and Awesome t

No hunting on this property. Fishing with proper licence for fresh water and salt maybe needed pending on what area you fish.
