Yes you can make reservations for cottonwood campground at Navajo dam. But I would call first to make sure it's open because of the fires they have had around there. Yes they have both reservation and first come first serve. But it is a very nice place to stay

Yes you can make reservations. It's a state run park. Just call the number and make your reservation. Number 17 was an excellent space.
