Grid tied systems do not allow 'islanding'. If the grid goes down the power goes off UNLESS you have battery backup.

No. If the grid goes down your solar panels will no longer function. They have a AC voltage sensing circuit that shuts down the panels if utility drops. This is a safety feature to prevent panels from feeding a fire, for example. Solar is not a good choice for an emergency power system. What happens at night? If you want an EPS look for a diesel generator.
