They will lock the gate at closing time. If you are parked in the lot you will have to wait until opening the next day. Police use their own discretion when issuing citations. The city has a guy drive through with a yellow flasher when they are ready to close.
Ive never seen someone drive through and kick people out but I do believe police officers have the ability to fine you at their discretion.
