It can be but just keep in mind not too far down the river is the dam. River can flow pretty strong in this area as well. You might find a paddle boat a bit of a struggle getting back up River
There are a few ponds but they are not huge. Not sure about the River but I think you would be ok if it is not a windy day. The boat launch would let you put it right in.

I do not recommend the use of a paddle boat!
There is a boat launch at the far end of the park, but be careful, the river is high and the current is swift. I would stay more to the lakes this time of year.
